Простейшая формулировка гипотезы долгосрочной нейтральности заключается в том, что постоянные изменения в денежной массе не имеют долговременных последствий для реального уровня выпуска и отражаются лишь в повышении цен. Однако, несмотря на теоретическую привлекательность такой концепции для экономической науки, эмпирические данные о нейтральности денег неоднозначны, что вызывает дискуссии по поводу выбора целевого ориентира денежно-кредитной политики. Целью настоящей работы является эконометрическая проверка гипотезы о долгосрочной нейтральности и супернейтральности денег в России. В статье рассмотрено долгосрочное влияние динамики различных денежных агрегатов на реальный выпуск и его компоненты: расходы на конечное потребление домашних хозяйств, расходы на конечное потребление органов государственного управления и валовое накопление. Результаты расчетов показывают, что для экономики России в период с 1995 по 2023 год обе гипотезы в целом не могут быть отклонены — деньги нейтральны и даже супернейтральны. Данный вывод устойчив и относится к различным денежным агрегатам. Это означает, что денежная экспансия, скорее всего, не приведет к увеличению производства в долгосрочной перспективе, а лишь вызовет рост цен. В исследовании не выявлено свидетельств работы инвестиционного канала ненейтральности, а аргумент в пользу смягчения монетарной политики ради стимулирования инвестиционного экономического роста не подтверждается данными. Основываясь на полученных результатах, можно сделать вывод, что лучшим вкладом Банка России в создание условий для экономического роста является поддержание низкой и стабильной инфляции. </p></abstract><trans-abstract xml:lang="en"><p>One theoretical tradition holds that money is neutral in the long run. Although the neutrality of money is an attractive doctrine in economics, the empirical evidence for it is somewhat ambiguous; this uncertainty opens up debate about how to choose the target for monetary policy. The purpose of this paper is to apply econometric analysis to test the hypothesis that money exhibits long-term neutrality and superneutrality in Russia. The article considers the long-term impact on real output and its components (consumption, government expenditure, and gross investment) from permanent shocks to various monetary aggregates. The resulting calculations show that, for the Russian economy from 1995 to 2023, neither hypothesis can be rejected in general — money is neutral and even superneutral. This conclusion is robust across different monetary aggregates. This means that monetary expansion is unlikely to increase production in the long term but will merely result in higher prices. The study found no evidence that non-neutrality was a factor in the investment channel. Therefore, the position that aggressive easing of monetary policy stimulates investmentdriven economic growth is not supported by the data.
