На основании проведенного анализа формулируются практические рекомендации в отношении политики сокращения смертности на дорогах общего пользования. Целью исследования стал анализ влияния управляемых с точки зрения государственного регулирования факторов — неудовлетворительных дорожных условий и состояния автомобильного парка на смертность в ДТП. Несмотря на то что скоростной режим на дорогах является одним из основных факторов, влияющих на серьезность ущерба в ДТП, его ограничения будут негативно сказываться на темпах экономического роста, поэтому актуален поиск инструментов, которые позволяли бы сокращать смертность без ущерба для развития. Количественный эконометрический анализ данных о ДТП в России за 2015–2019 годы на основе логит-моделей позволил выделить несколько групп управляемых факторов, наиболее значимо связанных с вероятностью смертельного исхода в результате ДТП, прежде всего неудовлетворительное состояние дорог, неисправности в работе транспортных средств, нарушение правил дорожного движения. Наличие в момент ДТП любого из этих факторов приводит к повышению вероятности гибели человека. Для сокращения вероятности смертельного исхода рекомендуется в первую очередь устранение неудовлетворительных дорожных условий, организация дополнительных специальных дорожных сооружений (пешеходных переходов, регулируемых перекрестков), а также ужесточение ответственности за некоторые виды нарушений ПДД и усиление контроля над устранением соответствующих видов неисправностей в ходе планового технического обслуживания автомобилей.</p></abstract><trans-abstract xml:lang="en"><p>This study provides a quantitative analysis of the mortality factors affecting traffic accidents in Russia and offers practical policy recommendations for reducing mortality on public roads. Although the posted speed limit is one of the main factors governing the severity of damage in automotive accidents, setting it lower will tend to reduce the rate of economic growth. Therefore, devising policy instruments that will reduce mortality without compromising economic development should have a high priority. The literature traditionally distinguishes five sets of factors that affect the likelihood and severity of an accident: the characteristics of traffic on a given road network, the maintenance of the road network, weather conditions, driver characteristics, and the condition of the vehicle. Logit models used for quantitative econometric analysis of traffic accident data in Russia from 2015 to 2019 have identified several groups of manageable factors that are highly correlated with the probability of a fatality from an accident. The primary factors among them are road condition, correct operation of vehicles, and observance of traffic rules by drivers. If any of these factors are less than optimal at the time of an accident, the likelihood of death increases.
