Цель работы состоит в оценке потерь российской экономики от санкционных ограничений и выявлении факторов, определивших динамику ВВП в этот период. Оценка потерь выполнена с использованием авторегрессионной модели с добавлением экзогенных переменных (VARX). В модели рассматривается динамика ВВП и его ключевых компонентов, включая валовое накопление основного капитала, расходы на государственное управление, экспорт и импорт. В качестве экзогенных переменных используются цена на нефть марки Brent , количественные индексы санкций США и ЕС, а также уровень безработицы. На основе модели построен контрфактический сценарий, предполагающий отсутствие усиления санкционных ограничений после 2021 года. Это позволяет сопоставить фактическую динамику с прогнозной траекторией и оценить вклад внешних шоков в отклонение макроэкономических показателей от сценария без санкционного давления. Основной негативный эффект санкционных ограничений пришелся на 2022 год, после чего динамика ВВП перешла к росту. В 2023–2024 годах ключевым фактором роста стало увеличение валового накопления основного капитала, тогда как расходы на государственное управление оказывали дополнительную, но менее значительную поддержку выпуску. В то же время экспорт и импорт оставались ниже прогнозной траектории, что отражало влияние санкционных ограничений на внешнюю торговлю России. Совокупные потери российской экономики от внешних ограничений в 2022–2024 годах оцениваются в 2,9 трлн руб., что соответствует в среднем 0,7% ВВП в год. Наибольшие потери пришлись на 2022 год и составили 3,4% ВВП. В 2023 году они сократились до 0,8% ВВП, а в 2024 году отклонение фактического ВВП от контрфактической траектории стало положительным и достигло 1,9% ВВП.</p></abstract><trans-abstract xml:lang="en"><p>The study quantitatively assesses the impact of sanctions on the Russian economy from 2022 to 2024 by estimating the losses due to sanctions and identifying the factors that shaped GDP during this period. The assessment is based on a vector autoregressive model with exogenous variables (VARX). The model examines GDP and its key components: gross fixed capital formation, government expenditure, exports, and imports. The exogenous variables include the Brent crude oil price, quantitative indices of US and EU sanctions, and the unemployment rate. A counterfactual scenario was constructed assuming no further tightening of sanctions after 2021. This provided a comparison of the actual dynamics to the forecast trajectory and an assessment of the effects of external shocks. The main negative effect occurred in 2022, after which GDP shifted to growth. During 2023 and 2024, the key driver was the increase in gross fixed capital formation, while government expenditure provided additional but less significant support to output. At the same time, exports and imports remained below the forecast trajectory, reflecting the impact of sanctions on Russia’s foreign trade. Total losses attributable to external restrictions from 2022 to 2024 reached approximately 2.9 trillion rubles, or 0.7% of GDP per year on average.
